Salon just had a piece on this yesterday. They posit that Nixon actually
sponsored a large program to reduce heroin addiction I believe. Actually
had a pharmacologist as the drug czar. Go figure....someone with actual
public health experience fighting the "war on drugs." The guy spent
massive money on methadone programs, and had a high degree of success
